남아공 내 기업신뢰도 대폭 하락

201410월의 기업신뢰도가 88.8까지 떨어졌다. 이는 199910월 이래 가장 저조한 수치라고 남아공 상공회의소(South African Chamber of Commerce and Industry, 이하 SACCI)는 밝혔다. 남아공 상공회의소에 따르면, 지난달 89.2였던 기업신뢰지수(Business Confidence Index, 이하 BCI)1088.8로 하락했다. 전년대비 201410월에 있었던 BCI 하락세의 주요원인은 작년대비 긴축된 재정상황 때문이다. 재정적 하위 지수로 조만간 예상되었던 BCI를 위한 지원이 없었던 것도 한 몫을 했다. 이 지수는 지난해의 10월 수치인 91.1보다 무려 2.3이나 낮은 것이다. “비록 9월 지수를 10월에 비교해보면 BCI13개 지수중 11개가 긍정이나 중립을 보였습니다만, 9 ~ 10월간 6개의 항목에서 큰 변화가 없었기 때문에 기업신뢰지수는 여전히 소폭 하락세를 보이고 있습니다.”

1985BCI의 측정 시작 이후 가장 낮은 수치는 19854월에 기록된 76.1이었다. 또한 가장 높은 BCI122.1200612월에 기록되었다. 현재의 BCI2010년에 지정된 100을 기준으로 산정되고 있다. 10월까지 지속된 2014년의 BCI 하향세는 경제 및 사업 환경이 단기간에 개선될 수 있다는 주장에 대해 해명을 요구하는 결과가 되었다. “사업 분위기를 긍정적인 방향으로 바꾸기 위해서는 지역 사업 환경에 부정적인 영향을 주는 요소들을 완전히 뒤집는 새로운 사업 환경이 필요합니다. 또한 BCI 하위 지수들 중 절반을 차지하는 중간적 수치들은 현재의 부정적인 상황들을 극복할 수 있는 예상 가능한 실험적 시도를 의미합니다. 현재의 기업신뢰도는 곧 바닥을 칠 것으로 예상되고 있습니다. 하지만 10월에 기록된 BCI의 물리경제적 하위 지수들을 보면 전년 대비 개선된 것들이 속속들이 발견됩니다.“ 라고 남아공 상공회의소는 밝혔다.

BCI를 향상시키기 위해 앞으로 민간 부문이 해야 할 과제 역시 남아있다. 현재의 경제 상황이 새로운 경제 성장의 국면으로 들어갈 수 있도록 노력하는 것이다. 재무부 장관인 Nhlanhla Nene는 지난달에 열린 중반기 국가재정전망보고서를 발표하는 자리에서 현재 경제가 직면하고 있는 이러한 부정적 상황들을 인정했다. “하지만 재정 정책의 개선들은 단지 경제신뢰도를 뒷받침 하는데 필요한 포괄적 정책 묶음과 경제적 환경 개선의 단면에 불과합니다. (우리는 다른 근본적 대안들이 필요합니다.)”라고 재무부 장관은 밝혔다.

 

 

 

South Africa: Business Confidence Falls in October

 

Pretoria Business confidence decreased to 88.8 in October 2014, the lowest since October 1999, said the South African Chamber of Commerce and Industry(Sacci).

 

In October, business confidence decreased to 88.8 from 89.2 in September, said Sacci in its monthly Business Confidence Index (BCI).

 

The lower year-on-year level of business confidence in October 2014 stems mainly from tighter financial conditions than a year ago with no relief for business confidence expected soon from the financial sub-indices.

 

The index was 2.3 index points below the level of a year ago when BCI measured 91.1 in October 2013.

 

"Although eleven of the thirteen sub-indices of the BCI were either positive or neutral in October compared to that of September, the overall BCI still declined slightly as six sub-indices did not materially change between September and October 2014."

 

The lowest ever reading for the BCI since its inception in 1985 was in April 1985 at 76.1. The BCI's highest reading was 122.1 in December 2006. The current BCI is based on 2010 as its base year set at 100.

 

The poor performance of the BCI in 2014 that continued into October brought to account whether the economy and the business climate could improve in the short term.

 

"The mood gripping the business climate calls for the business environment to be thoroughly interrogated for factors affecting the local business environment negatively.

 

"The neutral position of half of the sub-indices of the BCI indicates tentativeness in anticipation of being directed away from the present adverse circumstances. A sign of the possible bottoming out from the present levels of business confidence emerges from the year-on-year improvements in levels of the physical economic sub-indices of the BCI in October," noted Sacci.

 

The challenge to improving business confidence is for the private sector to be convinced that the economy is entering a new era of economic growth.

 

The Minister of Finance, Nhlanhla Nene, acknowledged the challenges faced in the economy when presenting his medium-term fiscal outlook last month.

 

"However, fiscal policy improvements are but one aspect of a comprehensive package of policy and business environment reforms required to bolster business confidence." - SAnews.gov.za
