Tanzania expels over 25 000 Burundians: UN

탄자니아, 부룬디 난민 2만 5천명 추방: 유엔

 지난달부터 탄자니아에 살고 있던 약 2만 5천명의 부룬디 난민들이 자국으로 강제 송환되고 있다. 1993년 발발한 부룬디 내전으로 인해 100만 명에 가까운 난민들이 부룬디로부터 안전지대인 탄자니아로 피난을 왔으며, 대부분은 전쟁이 끝난 2006년 자발적으로 귀국하였다.


 하지만 지난 10년 간 아프리카 대호수 주변에서 빚어진 갈등으로 인해 발생한 수많은 난민들을 수용하던 탄자니아의 인내심이 이제는 바닥난 듯 보인다. 탄자니아는 모든 난민들을 불법 이민자로 간주하고 부룬디와 르완다, 콩고민주공화국 등의 국가에서 피난 온 난민들을 추방하는 데 박차를 가하고 있다.


 하지만 이번 송환 작업이 부룬디와 탄자니아 간의 관계에 부정적 영향을 끼치지는 않을 것으로 보인다. 부룬디 무잉가(Muyinga) 주지사인 은타혼디 쿤다이데폰세(Ntahondi Kunda- lldefonce)는 “우리는 내란에 의해 주변국에서 피난 온 수많은 난민들에게 지속적인 지원을 보내 준 자카야 키크웨테(Jakaya Jakaya Kikwete) 대통령과 탄자니아 정부에 감사드린다.”고 밝혔다.


하지만 추방 절차가 아무런 인도주의적 대책 없이 진행되고 있다는 것이 문제이다. 유엔난민기구의 캐서린 헉(Catherine Huck)은 지난 한 달동안 최소 2만 명, 최대 3만 명의 난민들이 추방된 것으로 추정된다고 말했다. 그녀의 말에 따르면, 부룬디 난민을 가득 태운 트럭이 물이나 보금자리 등을 구할 수 없는 상태로 매일 탄자니아에서 국경을 넘어 부룬디로 가고 있다고 한다.


 탄자니아 입장에서는 수용하기 힘든 난민들을 빨리 보내야 할 것이지만, 자국 출신 난민들을 모셔(?)올 부룬디 정부는 추방된 난민들이 고향 마을에 돌아갈 수 있도록 안내하는 등의 조치를 취해야 할 것이다.


 유엔 난민기구(UNHCR)에 의하면 현재 탄자니아에서 수용하고 있는 난민 수는 약 65만 명이며, 부룬디 내전으로 인해 발생한 난민 수는 약 53만 명이다.

Bujumbura - At least 25 000 Burundian refugees living in Tanzania have been forcibly repatriated over the past month, a UN official said on Thursday, describing a “dramatic” humanitarian situation.

 

Close to a million refugees fled from Burundi to stable Tanzania when civil war broke out in 1993, and most returned voluntarily after the conflict in their country ended in 2006.

 

But patience appears to have run out in Tanzania, which has hosted millions of refugees over the past decades from conflicts across Africa's Great Lakes region, and authorities have been accelerating expulsions of refugees from Burundi, Rwanda and the Democratic Republic of Congo.

 

Tanzania views the refugees as illegal immigrants.

 

“It's difficult to estimate exactly the number of Burundians already expelled from Tanzania, but there are at least 20 000 over the past month and probably between 20 000 and 30 000,” Catherine Huck of the UN high commissioner for refugees (UNHCR) told AFP.

 

She said trucks carrying hundreds of refugees were crossing the border each day, with many of those expelled without access to shelter or water.

 

“The Burundian government must organise convoys to bring the expelled persons back to their villages. The needs are enormous, and the international community must get involved,” she said.

 

The expulsions coincide with a diplomatic tussle between Tanzania, exasperated by the continuous flood of refugees from the Great Lakes region and engaged in a UN force in the Democratic Republic of Congo's eastern Kivu region, and Rwanda, which denies charges of being a key backer of one of the main Congolese rebel groups. - AFP
