에볼라를 포함한 다른 질병도 우려하는 EU

 

 

유럽대외관계청(EEAS:European External Action Service) 소속 위기대응 및 활동 코디네이터인 Agostino Miozzo수천 명의 목숨을 앗아간 에볼라 바이러스를 비롯한 설사병과 장티푸스, 말라리아 등의 질병들이 아프리카의 교외 지역들에 널리 퍼져있다고 밝혔다.

라이베리아의 수도 몬로비아에서 보도기자로 EU 고위급 대표단을 이끈 그는

에볼라 감염국인 라이베리아, 기니, 시에라리온을 방문하여 만약 국제사회의 관심이 에볼라에만 집중된다면

앞으로 수 달 안에 치료가 가능한 질병에도 사람들이 목숨을 잃어갈 것이라고 경고했다.

이 세 군데의 감염국에 대해서는 에볼라뿐만 아니라 전체적인 보건 상황을 주시해야 한다.”며 그는 촉구했다.

관리감독자인 Miozzo씨는 식품안전과 교육 또한 현재의 에볼라 위기 상황에서 중요하다고 덧붙였다.

그는 이러한 문제들이 나란히(동시에) 일어날 수 있기 때문에 같은 시점에서 해결되어야 한다고 주장했다.

또한 그는 식품안전성 문제가 매우 중요하며, 이는 적절한 관심이 주어지지 않았을 때 하나의 문제를 처리하는 과정에서

 또 다른 문제가 발생할 가능성이 있기 때문이라고 언급했다.

그는 에볼라 위기가 닥친 현재 학교들이 문을 닫아 공부해야 할 학생들이 공부할 수 없는 현실에 유감을 표했다.

이에 대해 그는 EU 회원국들이 에볼라 사태에 대한 EU 개입의 질을 높이고 규모 또한 늘릴 것을 고려하고 있다고 전했다.

우리는 더 이상 개입을 늘리고 싶지 않습니다. 이 방문의 목적은 미국을 비롯한 국제사회의 협력자들에 의해 이루어진

개입(협력)평가하고, 대화를 통해 EU가 이 사태에 대응하기 위해서 어떤 일을 해야 하는지 정확히 알기 위한 것입니다.

이것은 지역적인 위기이기 때문에, 우리는 (문제 해결을 위해서) 지역적인 접근 방식을 택해야 합니다.

왜냐 하면, 우리는 한 국가만이 개입하고 다른 국가들은 (이 사태를) 방임하도록 만들 수는 없기 때문입니다.”

Miozzo는 이 사태에 대해, EU만이 개별적으로 접근할 수는 없으며,

이러한 문제는 다른 국가와의 협력을 통해 광범위하게 다루어져야 한다고 말했다.

그는 또한 에볼라 감염의 중심이 된 세 국가들이 (국제사회에서) 완전히 격리될 수는 없다는 점을 들어,

에볼라 감염국들의 고립에 대한 EU의 반대 의사를 재차 언급했다.

그는 에볼라의 기세가 누그러졌는지 등의 현재 상태에 대해 언급하지 않았으나

이 위기 상황에 대한 라이베리아와 국제 사회의 역할에 대해 설명했다.

그는 에볼라에 대한 라이베리아의 대응 방식이 환상적이라고 말하며, 전보다 매우 개선되었다고 전했다.

그리고 그는 이번 사태가 종료되더라도 에볼라가 완전히 사라지는 것이 아니며,

언제든 이런 일이 다시 일어날 수 있기에 항상 주의할 것을 당부했다.

이날 기자회견에는 EU 대표단의 수장인 Antillio Pacifici 대사와 방문단의 일원들이 참석했다.

Liberia: EU Warns of Other Diseases

The Managing Director for Crisis Response and Operational Coordinator at the European External Action Service, Agostino Miozzo, said other diseases, including diarrhea, typhoid and malaria, are prevalent in the sub-region besides the Ebola Virus Disease that has claimed thousands of lives.

 

Briefing reporters over the weekend in Monrovia, Mr. Miozzo, who is heading a high-level EU delegation is visiting the three Ebola- affected countries, Liberia, Guinea and Sierra Leone warned that if international response is only paid to Ebola, other emergencies could occur in coming months and people will continue to die from treatable diseases.

 

"We need to keep our vigilance on the entire health situation in the three affected countries and not just Ebola," he urged. Managing Director Miozzo pointed to food security and education as equally important in the current Ebola crisis, which should be addressed at the same time because they go side by side. He said that food security is important and if attention is not paid to it, another problem will occur while trying to address one at a time.

 

He noted that schools are now closed in the midst of the Ebola crisis, and students are sitting down, which he lamented, is a bad sign for young people, who need to acquire education. Mr. Miozzo added that EU member countries are considering the need to scale up the quality and quantity of EU's intervention in the Ebola crisis.

 

"We do not want to duplicate interventions. The purpose of the visit is to assess the interventions by international partners, including the United States; talk with them and know exactly what we at EU will be doing in the crisis. This is a regional crisis and we must take a regional approach because we cannot free one country and leave out the others."

 

Mr. Miozzo said the EU cannot approach the situation as a single unit; it should be done comprehensively with other partners. He also reiterated EU's opposition to isolation of nationals of Ebola-affected countries, saying, that those countries affected cannot be isolated. The disease, he said, is a virus that cannot stop because of isolation.

 

The EU Managing Director for Crisis Response and Operation did not comment on current information about decline in Ebola cases. However, he commended Liberians and the international community for their roles in responding to the crisis.

 

He said the EU sees more improvements in the Liberian Ebola response, describing it as "fantastic." He then warned that Ebola has not totally left and even if cases dropped, people should always be careful because it can resurface at any time. Also attending the press conference was EU Delegation head, Ambassador Antillio Pacifici, and members of the visiting delegation.
