  2014년 10월 29일, Hawassa. 미국 국제개발처(USAID; 미국 대외원조기관인 국제협력국과 개발차관기금을 통합하여 국무성에 설치한 비군사적인 원조프로그램 수행기관; 역자 주)는 교육부와의 협력을 통해, 천오백만 명에 이르는 에티오피아의 초등학교 학생들이 언어능력을 향상시킬 수 있도록 하는 국가 차원의 모국어 교육과정을 발표했다. 교육부 장관 Shiferaw Shigute와 USAID의 대표 국장 Dennis Weller는 SNNPR(Southern Nations, Nationalities and People's Region; 에티오피아 내에서 1994년 선거 이후 분리된 아홉 개 민족 집단 중 에티오피아의 남서부에 있는 민족 집단을 일컫는 말; 역자 주)의 Hawassa에서 열린 정부의 연례 검토 회의 직전에 이러한 사항을 발표했다.

 올해 개발된 새로운 교육과정과 읽기용 교재들 중 1학년부터 4학년을 위한 것들은 교사 교육에 의해 보충되었으며, 이는 연방 및 지역 정부와 교육자들, 언어학자와 삽화가, 교원 양성 대학 및 단기 학교들의 2년간에 걸친 큰 노력에 의해 이루어진 것이었다. 이와 유사한 노력들이 5~8학년을 위한 교과 과정을 만드는 과정에서도 나타나고 있다.

 읽기 능력이 상대적으로 매우 부족한 저학년 학생들의 문제를 해결하기 위해서 교육부와 USAID는 저학년을 위한 국가 지정 읽기 과정을 개발하였으며, 약 9천만 달러에 상당하는 것으로 평가하였으며, 이를 ‘에티오피아의 개발 성취를 위한 읽기; Reading for Ethiopia's Achievement Developed(READ)’라고 이름 붙였다. 2012년에서 2017년에 걸친 이 5년간의 장대한 계획의 궁극적 목표는 에티오피아에서 사용되는 암하릭, 티그리냐, 오로모, 소말리, Sidama Afoo, Wolayttatto, and Hadiyyisa 등의 7개 언어를 1~8학년에 다니는 천오백만 명의 어린이들이 사용함에 있어 그 읽기 및 듣기 실력을 향상시키고자 하는 것이었다. 이러한 모국어 교육은 어린이들이 다른 언어를 배우고 사용하기 전에 먼저 각자의 가정에서 사용하는 언어들을 더욱 빠르게 배울 수 있도록 돕고자 한다는 교육 방침을 반영한 것이다.

 에티오피아의 개발 성취를 위한 읽기 과정; Reading for Ethiopia's Achievement Developed(READ)의 발표 자리에서, USAID 에티오피아 지부의 대표 국장인 Dennis Weller는 “교육부와 USAID 사이의 가깝고 역동적이며 지칠 줄 모르는 협력을 통해 (우리는) 학교들 내 새로운 교육과정의 보급을 위한 새로운 국면을 맞이하게 되었습니다. READ는 이제 교육 기술과 교육용 자료들의 이용 가능성 및 질적인 측면을 향상시킬 수 있을 것입니다. 이뿐만 아니라 READ의 가장 중요한 점은 이것을 통해 소년 소녀들이 더 나은 환경에서, 더 빠르게 배울 수 있다는 것입니다. 어린이들이 읽기를 좋아하게 될 때, 이 아이들이 학교에 더 오래 머무를 가능성이 높아집니다.” 라고 언급했다.

 

READ 프로그램은 다음과 같은 네 가지의 상호 연계된 프로젝트들로 구성되어 있다 :

1. 에티오피아에 내 7가지 언어들과 관련된 교육과정과 교육용 자료들에 대한 기술적 지원

2. 교원 교육을 지원하기 위한 교육 시스템의 기관적 발전

3. READ의 목표를 달성하기 위한 부모 및 지역 사회의 참여 유도

4. 결과에 대한 지속적인 모니터와 평가.

USAID의 READ 프로그램은 세이브더칠드런, SIL LEAD, 플로리다 주립대학교, Inveneo, 위즈키즈 워크샵 등의 참여 하에

 Research Triangle Institute에 의해 수행된다.

Ethiopia: USAID and Ministry of Education Launch a National Mother Tongue Reading Program

Hawassa, October 29, 2014. The United States Agency for International Development (USAID), in collaboration with the Ministry of Education (MOE) launched a national mother tongue reading curriculum to improve the reading skills of 15 million primary school students in Ethiopia. Minister of Education Shiferaw Shigute and USAID Mission Director Dennis Weller opened the event on the eve of the Ministry's annual review meeting in Hawassa, Southern Nations, Nationalities and People's Region.

 

This year's introduction of the new curriculum and reading materials to grades 1-4, complemented by teacher training, resulted from a massive two-year effort involving federal and regional officials, educators, linguists, and illustrators, teacher training colleges and pilot schools. A similar effort is now underway for grades 5-8.

 

To address the major challenge of poor reading comprehension in early grades, the Ministry of Education and USAID designed a national early grade reading program, valued at just under $90 million USD, called Reading for Ethiopia's Achievement Developed (READ). The overall goal of this massive five-year program (2012-2017) is to improve the reading and writing skills of 15 million children in grades 1-8 in seven of the most widely spoken languages in Ethiopia-Amharic, Tigrigna, Afaan Oromo, Af-Somaali, Sidama Afoo, Wolayttatto, and Hadiyyisa. The use of mother tongue instruction reflects an education policy that helps children learn more rapidly in the languages they speak at home before transitioning to learn in other languages.

 

At the READ launch, Mr. Dennis Weller, USAID Ethiopia Mission Director stated: "Close, dynamic, and tireless collaboration between the Ministry of Education and USAID teams has reached a major year with the launch of this new curriculum in the schools. READ will improve teaching skills, the availability and quality of materials, and most importantly, engage and enable girls and boys to learn faster and better. When children enjoy reading they are more likely to stay in school".

 

The READ program is comprised of four interconnected projects:

1. Technical assistance in curriculum and materials development for seven Ethiopian languages

2.Institutional improvement of the education system to support teacher training

3.Outreach to involve parents and communities in the attainment of READ objectives

4. Monitoring and evaluating outcomes.The USAID READ program is carried out by Research Triangle Institute with the participation of Save the Children, SIL LEAD, Florida State University, Inveneo, and Whiz Kids Workshop.
